asked the Secretary of State for Social Services if, in the light of the undertaking by nurses not to strike in any circumstances, he will seek to ensure that any pay increases awarded to them will exceed what otherwise might have been given and that pay increases awarded to any who have struck will be reduced because they struck so that reward is seen to be offered to those who behaved with responsibility.

My intention is that pay settlements for nurses and for other groups in the National Health Service should be fair to the group concerned and should take due account of the interests of the wider community in the current economic climate. Settlements currently being negotiated include proposals for references to the recently appointed standing commission, to ensure that attention can be given to longer term considerations.
