§ Mr. Fittasked the Secretary of State for Northern Ireland if he will make a statement on the provision of services to handicapped people since the Chronically Sick and Disabled Persons (Northern Ireland) Act 1978 came into operation.
§ Mr. CarterAs I indicated to my hon. Friend in my reply on 4 December 1978, the Chronically Sick and Disabled Persons (Northern Ireland) Act 1978, except for section 14, came into operation on 29 December 1978.—[Vol. 959, c. 547.] It is too early to assess the effect of the Act on the provision of services for handicapped people.
