asked the Secretary of State for the Home Department whether, after the recent High Court judgment by the Vice-Chancellor, he is now prepared to implement the recommendations made by the Younger committee on privacy.

Some of the committee's recommendations, such as those relating to credit rating agencies, have been implemented. Others required more detailed study by other bodies, such as the Data Protection Committee whose report was published at the end of last year and is under consideration, and the English and Scottish Law Commissions whose reports on breach of confidence are expected shortly. Further study of the committee's recommendations on the use of surveillance devices by private persons and organisations will take account of the judgment to which my hon. Friend refers.
