asked the Secretary of State for Industry what further steps he is proposing to stimulate collection and utilisation of waste paper.

My Department, together with the Department of the Environment, has set up an expert committee, with representatives from paper mills, merchants and local authorities, to report in mid-1979 on the problems of optimising the supply of waste paper and board to paper manufacturers.

The committee's report will be taken into account in determining my Department's future plans. Grants of £23 million are being given under the paper and board industry scheme towards the cost of an increased mill capacity for waste paper and board of the order of 0.5 million tonnes annually, compared with the recent annual usage of 2.1 million tonnes.
