asked the Secretary of State for Scotland if he will, during the discussions with the island councils of Orkney and Shetland over a subsidy on freight, make proposals for help over the cost of carriage on petrol and oils.

As I said in my reply of 21 February I hope to put specific proposals to the councils in the near future but I cannot at present say what commodities they will cover.—[Vol. 963, c. 183–5.]
