asked the Secretary of State for Social Services how many appeals against decisions to refuse mobility allowance are currently oustanding; and what was the number 12 months ago.

From the introduction of the mobility allowance scheme in January 1976, until the end of December 1978, there were 9,946 appeals to local tribunals, medical boards, medical appeal tribunals and national insurance commissioners, of which 1,754 (17.6 per cent.) were awaiting decision at the end of the period. At the end of December 1977, the corresponding figures were 6,129 and 1,130 (18.4 per cent.).
