asked the Secretary of State for Transport if, in future, he will ensure that all lighting columns on public highways have built-in slip joints at their base.

The use of columns with a built-up slip joint, or breakaway columns, are not recommended for built-up areas because of the danger of secondary accidents. They can be used with advantage in or behind the verges of some fast rural roads. Lighting authorities are at liberty to use breakaway columns where they consider they will reduce the severity of accidents.
