Lord BEAUMONT of WHITLEY

asked Her Majesty's Government:

Whether they intend to implement the recommendations made in the 5th report of the Royal Commission on Environmental Pollution for changes in the work of the Alkali Inspectorate and in particular the proposals for:

  1. (a) formal public consultation when standards are set;
  2. (b) publications of standards applied to individual works and of results of monitoring to check whether emissions comply with these standards; and
  3. (c) a lifting of the legal secrecy requirement applied to the Alaki Inspectorate by the Health and Safety at Work Act.

The Government are considering this report. No decisions

(b) the number of special constables whose services have been terminated by chief constables on age or other grounds since that date;

(c) resignations since that date; and

(d) new recruits accepted since that date.

Lord BELSTEAD

The reports of chief officers of police attribute the decline in the strength of the Special Constabulary partly to the implementation of the recommendations of the working party as regards age limits, partly to the resignation or retirement of inactive members, and partly to the difficulty of recruiting sufficient numbers of suitably qualified candidates.
