§ Mr. ChannonDifferences in pension benefits, including provision for pensions increase, are taken into account in comparing Civil Service salaries with outside rates by a deduction made on the advice of the Government Actuary, who is the542W Government's independent adviser in this field. This deduction represents the Government Actuary's own professional judgment, and I have no reason to doubt it.
