Mr. Frank R. White

asked the Secretary of State for Employment how many occupiers of premises have applied to the Health and Safety Executive for certification under the Fire Certificate (Special Premises) Regulation 1976; and, of these, how many applications have come from premises within the Bury and Radcliffe constituency.

Mr. Mayhew

The chairman of the Health and Safety Commission informs me that to date, 953 employers have applied in writing for certificates; an application has been received (for an amended certificate) from a factory situated within the Bury and Radcliffe constituency.

asked the Secretary of State for Employment how many certificates have been issued to premises which are covered by the Fire Certificate (Special Premises) Regulation 1976; and, of these, how many have been issued to premises within the Bury and Radcliffe constituency.

The chairman of the Health and Safety Commission informs me that to date, 80 certificates have been issued under the regulations; none has been issued to premises within the Bury and Radcliffe constituency.

asked the Secretary of State for Employment how many officials are employed by the Health and Safety Executive to investigate and issue certificates under the Fire Certificate (Special Premises) Regulation 1976; and of these, how many cover the North-West area.

Mr. Mayhew

The chairman of the Health and Safety Commission informs me that the work of issuing certificates is shared by a number of officers employed by the executive, but is done principally by about 27 inspectors in field consultant groups and by the mines inspectors. Eleven inspectors cover the North-West area, comprising four stationed at Manchester in a field consultant group and seven mines inspectors at Newcastle-under-Lyme, who combine these responsibilities for mines with their other work.

asked the Secretary of State for Employment how many large retail stores come under the Fire Certificate (Special Premises) Regulation 1976; how many have been inspected and issued with such a certificate; and, in view of the recent Woolworth store fire in Manchester, what proposals his Department has for increasing the number of inspections and certificates issued.

The chairman of the Health and Safety Commission informs me that no such sites are subject to the regulations. The executive has plans, currently under review, to recruit a number of additional staff for the certification of premises which are subject to the regulations.

asked the Secretary of State for Employment how many people are employed in premises in the Bury and Radcliffe constituency that are covered by the Fire Certificate (Special Premises) Regulation 1979 and, of these, how many are protected by the certificate issued under such regulations.

Mr. Mayhew

The chairman of the Health and Safety Commission informs me that 1,400 people are employed in the one factory in the Bury and Radcliffe constituency which is covered by the regulations; the number employed on the five construction sites is not readily available. The existing certificate for the factory premises issued under earlier legislation continues in force; amendment has been requested.
