asked the Secretary of State for Wales what statutory powers he has to control expenditure by the Welsh National Water Development Authority.

My right hon. Friend's powers lie primarily in the provisions of the Water Act 1973, in particular section 24(6), through which he approves annually the Authority's capital investment programme, and paragraph 34 of schedule 3 to the Act, through which he controls its borrowing.
