asked the Secretary of State for Education and Science what is his estimate of the cost in a full year of the latest teachers' pay award.

The recent pay settlements for primary, secondary and further education teachers in England and Wales include agreement to refer the groups for review by the Standing Commission on pay comparability. Any increases recommended as a result of that review will become payable in two equal stages with effect from 1 January and 1 September 1980.

The expenditure already committed for the financial year 1979–80 is estimated to be £376 million, made up of £327 million derived from a basic increase of 9.3 per cent. in the pay bill and £49 million from payment of £6 monthly to each teacher "on account", these figures including increases in employers' superannuation and national insurance contributions. The payment on account will be deducted from the first-stage payment resulting from the Standing Commission's review.
