asked the Secretary of State for the Home Department if, in pursuance of financial restraint, he will not require the Ryedale district council to call further district elections in 1980; and if he will make a statement.

After careful consideration of the public expenditure and other implications of the representations which I have received on this matter, I have decided that orders implementing new electoral arrangements for non-metropolitan districts which will have whole council elections in the future will come into effect in 1983, but that districts which will have elections by thirds can choose to begin their annual cycle of elections in 1980 or 1983.
