§ Mr. WhitelawThe Edmund-Davies report on the police negotiating machinery—(Cmnd. 7283)—was presented to Parliament on 17 July 1978. Consultations have been in hand since then. One of the report's recommendations has given rise to considerable difficulties, but I hope10W that these will shortly be resolved so that the new machinery can be set up.
