asked the Secretary of State for the Home Department how long his Department has had in its possession Lord Edmund-Davies' proposals for new negotiating machinery to consider and settle police pay; and whether he is yet in a position to announce his conclusions.

The Edmund-Davies report on the police negotiating machinery—(Cmnd. 7283)—was presented to Parliament on 17 July 1978. Consultations have been in hand since then. One of the report's recommendations has given rise to considerable difficulties, but I hope that these will shortly be resolved so that the new machinery can be set up.
