§ Mr. TebbitAt the Transport Council on 26 June a draft directive on aircraft noise will be discussed—R1051/76 as subsequently amended. Article 84.2 of the Treaty of Rome provides that the Council may, acting unanimously, decide whether, to what extent and by what procedure, appropriate provisions may be laid down for sea and air transport.
