Mr. Cook

asked the Prime Minister (1) if the recent freeze on Civil Service appointments applies to the security services;

(2) if the policy of Her Majesty's Government on enforcement of cash limits applies to the security services.

That particular Vote is subject to a cash limit, which takes account of the special needs in this field.

asked the Prime Minister whether Sir David Maxwell-Fyfe's directive to the security services remains in force unamended.

I presume that the hon. Gentleman is referring to the directive issued by the then Home Secretary—Sir David Maxwell-Fyfe—to the director general of the Security Service on 24 September 1952 and published in Lord Denning's report—Cmnd. 2152—in September 1963. The directive remains in force as published in Lord Denning's report.
