Mr. Dobson

asked the Prime Minister, in the case of breaches of sanctions known to the British Government by British companies supplying oil or any oil-based products to Rhodesia either directly or by swaps or by subsidising companies, who decided that no prosecutions should be mounted, if she will give the reasons for no action being taken; and if she will now reconsider these decisions.

The Prime Minister

The Bingham report was referred by the then Foreign Secretary to the Director of Public Prosecutions on 4 September 1978. I am informed by my right hon. and learned Friend the Attorney-General that the Director asked for police inquiries to be made. The final decision whether proceedings should be instituted for breaches of the Rhodesia sanctions orders will be made when investigations have been completed. The Director of Public Prosecutions has not yet received a report or the advice of counsel upon which any such decision could be reached.
