Mr. Stephen Ross

asked the Secretary of State for Scotland whether, in view of the continuing evidence of a decline in the otter population of England and Wales, lie will now take urgent steps to extend its legal protection to Scotland.

We shall consider the position of the otter in Scotland in preparing the Bill to strengthen wild life protection which, as my right hon. Friend the Secretary of State for the Environment has announced, we intend to introduce later this Session.
