asked Her Majesty's Government:

Whether they will issue a stateless person's document, as provided for under the 1954 Convention relating to the Status of Stateless Persons, to any South African citizen in the United Kingdom who is told in writing by the South African consul that he is deemed to be a citizen of Transkei, that entity not being a State recognised by Her Majesty's Government or by any other Government.

My right honurable friend the Home Secretary has received one such application and is considering the complex legal issues involved in the context of the particular case.
