Mr. Kilroy-Silk

asked the Secretary of State for the Home Department if he will ensure that juveniles below school-leaving age in penal institutions receive the statutory number of hours' instruction each week, and that institutional needs such as catering and cleaning are not allowed to interfere with their education.

There is no statutory number of hours' instruction for juveniles in penal establishments. Every effort is made within the operational constraints, to ensure that the same number of hours are devoted daily to education as at schools outside.
