Mr. Kilroy-Silk

asked the Secretary of State for the Home Department if, in view of the particular difficulties of ethnic and linguistic minorities, he will make extra provision in penal institutions for their educational needs.

The educational needs of these groups are kept under review, including not only the teaching of English for those whose mother tongue is not English but, increasingly, appropriate education for those born in Britain in ethnic minorities. Local education and library authorities are encouraged to make appropriate provision within the resources available, including books in the libraries of prison service institutions.
