asked the Secretary of State for the Environment if he will make available advice to local authorities as to the criteria which they should use in making decisions on whether to demolish or rehabilitate blocks of flats on council estates, especially in those areas which have become areas of serious social concern.

The options available to a local authority faced with this sort of problem are wider than a choice between rehabilitation and demolition. Authorities should consider, for example, alternative letting possibilities, perhaps to single people, and sales. The Department has recently published advice which will help authorities assess the economic implications of alternative courses of action and will shortly be publishing results of a number of case studies of difficult-to-let estates.
