asked Her Majesty's Government:

How many tankers carrying chemical cargoes, the dumping of which at sea is prohibited or controlled under national or international law, have washed out their tanks in British ports or British waters within each of the last five years and where.

This information is not available. There are at present no international agreements in force, and no national legislation, regulating operational discharges from ships into the sea of chemicals other than oil, but in due course the International Convention for the Prevention of Pollution from Ships 1973 and the 1978 Protocol thereto will prohibit most such discharges within UK territorial waters.
