§ Dr. VaughanRegional health authorities are responsible for major capital developments. Although phase 2 of Worthing hospital was included in the strategic plan submitted by the West Sussex area health authority to the South-West Thames regional health authority, the regional health authority has not given the project high enough priority for inclusion in the regional capital programme.
