§ Mr. Kenneth ClarkeA revised version of the Highway Code was published as recently as March 1978 following widespread consultation and after debate in both Houses. We consider that it gives as much advice as practicable, but the code cannot be expected to give precise instructions on every kind of detailed circumstance of the kind raised.
