§ Mr. YoungerMy right hon. Friend the Chancellor of the Duchy of Lancaster and I have begun discussions with parties in the House which are represented in Scotland, on an individual basis. We hope that these preliminary discussions will very shortly lead to the establishment of all-party talks.
