asked the Secretary of State for Social Services if he will confirm that the Clegg report on nurses' salaries will be fully implemented and made retrospective from 1 April.

The reference to the Standing Commission was part of the agreement reached by the Nurses and Midwives Whitley council which also provided for the results to be paid in two equal stages, with effect from 1 August 1979 and 1 April 1980. The question of implementation was dealt with in my reply to the right hon. Member for Norwich, North (Mr. Ennals) on 25 May.—[Vol. 967, c. 326.]

Mr. Patrick Jenkin

Mr. Speakman was appointed to advise three of the NHS Whitley councils, including the nurses and midwives council, in their reviews of the duties, responsibilities and relationships of senior staff. I understand that he has recently submitted his report to the councils. Publication is primarily a matter for them.
