asked Her Majesty's Government:

Whether in their expected legislation on building societies they will make improvements to enable ordinary members to play an effective part in the running of their societies and, in particular, remove obstacles which currently make it virtually impossible for anyone not connected with existing directors to become members of the board of directors.

I cannot at this stage say whether, if further building society legislation is introduced, it will include the matters referred to by The noble Lord. These matters will be among those considered when the opportunity next arises for such legislation.
