The number of personnel on duty in the building at the time referred to was between 150 and 200. In addition to offices occupied by duty staff, the nighttime cleaning of the whole building had 463W just started. Lighting is also necessary for security patrols and is mandatory on staircases.
All personnel in the building are frequently reminded of the need for economy in the use of electricity.
