asked the Secretary of State for Defence why 106 windows in the Air Ministry building, Whitehall S.W.1, were lit up at 9.40 p.m. on Thursday 8 February; approximately how many persons were on duty in the building at that time; and what action he is taking to order his staff to cut waste of electricity.

I assume that the hon. Member is referring to the Ministry of Defence main building in Whitehall Gardens.

The number of personnel on duty in the building at the time referred to was between 150 and 200. In addition to offices occupied by duty staff, the nighttime cleaning of the whole building had just started. Lighting is also necessary for security patrols and is mandatory on staircases.

All personnel in the building are frequently reminded of the need for economy in the use of electricity.
