Mr. Arnold

asked the Minister of Overseas Development what plans she has to co-operate with other EEC countries to enable co-ordination of aid projects in Zambia.

Mrs. Hart

My Department is keeping closely in touch with the Commission of the European Communities about possible aid to the transport sector.

Mr. Arnold

asked the Minister of Overseas Development whether she is satisfied with the level of United Kingdom aid to Zambia; and what plans she has to increase it.

Mrs. Hart

Yes. I am now considering further aid to the agricultural and transport sectors.

Mr. Arnold

asked the Minister of Overseas Development how many United Kingdom-based staff are involved in United Kingdom aid projects in Zambia.

Mrs. Hart

Our manpower assistance to Zambia is not related specifically to aid projects. During 1978, six wholly financed and 1,101 partly financed personnel were serving in Zambia under our technical co-operation programme.

asked the Minister of Overseas Development if she will list those United Kingdom aid schemes now in operation in Zambia; what is the total

Mr. Arnold

asked the Minister of Overseas Development if she will specify the terms and conditions of United Kingdom grant-in-aid and loans to Zambia in each of the past five years.

Mrs. Hart

The 1976 grant of £5 million and the 1978 loans totalling £29.26 million are subject to the normal rules tying expenditure to United Kingdom goods and services. The loans are repayable over 25 years at 2 per cent. interest, with a seven year grace period before the first payment is due.
