asked the Minister of Overseas Development if, to mark the United Nations year of the child, she will extend the pound for pound schemes to include support for the provision of buildings to accommodate children in need.

Such projects in developing countries already qualify for help under the scheme, where they provide more than shelter—for instance suitable arrangements for education and training—and where running costs are provided for. I am very glad to receive applications.

Recent British financial aid to Zambia has been in the form of programme assistance. The amounts and expected dates for completion of expenditure are

1976 grant £5 million 1979
1978 loan No. 1 £9.26 million 1979
1978 loan No. 2 £20 million 1980

In addition, a short-term, interest-free loan of £20 million was provided in 1978 for the forward purchase of copper.

asked the Minister of Overseas Development if he will list the proportion of the total grant-in-aid to African countries which has been extended to Zambia in each of the past five years.
