asked the Secretary of State for Education and Science what would be the cost to public funds if the claim of the students for a 36 per cent. increase in grants and abolition of the means test, and so on. were to be met in full.

On the basis of estimated expenditure and parental contribution in the academic year 1979–80 the additional cost of a 36 per cent. increase in grants and of abolishing parental contributions would be in the region of 260 million for England and Wales. This sum would probably be higher in the next academic year. The NUS proposals also envisage a very wide extension of mandatory awards, which is not expressed precisely enough for the cost to be estimated.
