§ Mr. St. John-StevasI have today published a consultative document setting out the Government's proposal for a scheme for administering public lending right within the framework laid down by the Public Lending Right Act 1979. Copies of the document are available in the House of Commons Library. Copies are also being sent to the representatives of authors, library authorities, and others who appear likely to be affected, with a letter inviting them to submit their comments upon the document by 31 March 1980.
