Mr. Millan

asked the Secretary of State for Scotland if he will provide details up to 1980–81 at 1979 survey prices of local authority expenditure in Scotland, similar to table 4.2 of the White Paper on pub-the expenditure, Cmnd 7439.

(1) Excludes VAT paid by local authorities.
(2) Local authority current expenditure is not subject to direct control by central Government. Cash limits are placed, however, on the amount of financial assistance provided by central Government through rate support grant (RSG).
(3) Most local authority capital expenditure is subject to cash limits, and is controlled by reference to the amount spent.
(4) Further information is given in the report of the Secretary of State for Scotland on the Rate Support Grant (Scotland) Order 1979.
(5) The main difference between current expenditure as defined for the public expenditure survey (PES), and current expenditure ranking for rate support grant in Scotland, is that expenditure on rent rebates, rent allowances, slum clearance and contributions to housing revenue accounts are included in the former but not the latter.
(6) This is compatible with the level of relevant expenditure accepted in the 1980–81 rate support grant settlement for Scotland of£2,010 million at November 1979 prices.
(7) Totals may not correspond exactly to sums of their parts because of rounding.
