Mr. Cryer

asked the Secretary of State for Employment if he will take steps to ensure that when a serious accident occurs, such as that at Bentley colliery on 21 November 1978, the Health and Safety Commission authorises persons other than the Health and Safety Executive to conduct the investigation.

Mr. Mayhew

I am satisfied that the Health and Safety Commission is best able to decide who should conduct such investigations.
