asked the Secretary of State for the Environment if he will issue guidance to local authorities and other bodies concerned with building so that no new industrial, commercial, administrative or residential building should be built which it will be impossible to change from oil to gas or coal or to any other source of fuel.

It is for local authorities and others to make their own decisions on design. I am sure they are well aware of the need to take into account both the efficient ultilisation of our energy resources and the desirability, where it is cost-effective and can be accommodated within the yardstick, of having sufficient flexibility of design to permit a subsequent alteration in the type of fuel used.
