asked Her Majesty's Government:

On what grounds they disagreed with the assessment of the High Commissioner of the United Nations for Refugees that Mr. Hector David Valenzuela Borguez would be in danger if he is returned to Chile, and are making arrangements for his removal to that country.

Our conclusion was reached after consideration of all the circumstances of this case. We had available to us the results of inquiries instituted by my noble friend the Secretary of State for Foreign and Commonwealth Affairs.

As the noble Lord knows, arrangements for Mr. Borguez' return have been deferred pending further representations.
