§ Mr. Craigasked the Secretary of State for Northern Ireland if he will give (a) details and the total rateable value of all agricultural hereditaments exempted from the payments of rates in each of the district council areas in Northern Ireland and (b) the same information for all other hereditaments exempted from paying rates or enjoying concessions in the respect of the payment of rates.
§ Mr. Pendry,pursuant to his reply [Official Report, 19 March 1979; Vol. 964, c. 499], gave the following answer:
Agricultural hereditaments have not been subject to rates since 1 April 1929, and have not been included in the valuation list since 1 October 1973. No modern valuations exist for agricultural hereditaments, and it would not be possible without disproportionate cost to provide up-to-date information.
The net annual value and rateable value of all other hereditaments which are distinguished in the valuation list as derated or exempt from rates are as follows:

- (1). Industrial and Freight-Transport hereditaments—columns 1 and 2—are derated 75 per cent. Industrial fishing—columns 3 and 4—are derated 60 per cent. The net annual values of exemptions—column 5—includes, for those hereditaments subject to partial exemption, the net annual value of the portion which is exempt.
- (2). Although not so shown or distinguished in the valuation list, certain recreational hereditaments—playing fields etc.—at present receive a special relief of 35 per cent. on net annual valuations from the rating division. The net annual value of such hereditaments is shown in column 9.
- (3). Exemption is granted to hereditaments used fur public and charitable—including recreational charity—purposes or for the purposes of science, literature and the fine arts.
- (4). Foyle Fishery hereditaments, though exempt from general rates, are liable to a separate fishery rate payable to the Foyle Fisheries Commission.
- (5). Certain other hereditaments are partially exempt—i.e. clergymen's houses are 50½ per cent. exempt.
- (6). Values given are as recorded at 31 December 1978.
- (7). Certain hereditaments—e.g. mines and lighthouses—are, by virtue of article 37 and schedule 11 of the Rates (Northern Ireland) Order, statutorily excluded from the valuation list so that no information as to their national valuations is available.
Further rating concessions which cannot be related to rateable values were for 1977–78:
- Domestic rate aid grant: £7.15 million.
- Dates rebate: £1.42 million.
