asked the Secretary of State for the Environment whether he is prepared to rescind circular 54/70, in view of the fact that this will prevent many council tenants from buying their own homes.

The present arrangements, which my right hon. Friend brought in to prevent the abuse of indiscriminate selling, do not prevent local authorities from allowing council tenants to buy their homes. They may sell to tenants who have occupied their homes for two years, that is, to people who have been allocated their dwellings on a basis of housing need.
