§ Mr. ArmstrongThe present arrangements, which my right hon. Friend brought in to prevent the abuse of indiscriminate selling, do not prevent local authorities from allowing council tenants to buy their homes. They may sell to tenants who have occupied their homes for two years, that is, to people who have been allocated their dwellings on a basis of housing need.
