asked the Secretary of State for Energy what study he has made of the evidence supplied to him of the inability of British Legion tenants to obtain fuel cost rebates; and if he will take steps to enable them to obtain these rebates.

I have just received my hon. Friend's letter on this matter. I regret that British Legion tenants, and others, who do not receive electricity board bills are unable to obtain the discount. We have already carefully considered how people in this position might be brought within the scheme but have not been able to find a workable and all embracing solution. The £5 payment, which is part of the scheme, provides some help for the most needy of such tenants.
