I regret that British Legion tenants, and others, who do not receive electricity board bills are unable to obtain628W the discount. We have already carefully considered how people in this position might be brought within the scheme but have not been able to find a workable and all embracing solution. The £5 payment, which is part of the scheme, provides some help for the most needy of such tenants.
