Mr. Arthur Lewis

asked the Secretary of State for Employment whether he will publish in the Official Report the detailed list of payments and expenses made to trade union officials by the Government, as given to the hon. Member for Newham, North-West in his letter dated 19th September 1978.

As I explained in my letter referred to by my hon. Friend it would not be possible to give a comprehensive answer as regards the reimbursement of related expenses incurred by these people without incurring disproportionate cost. However, an analysis carried out recently on a representative sample of such claims, showed that the average payment per person for the 1977–78 financial year was about £236.

Mr. Arthur Lewis

asked the Secretary of State for Employment whether he will make a statement on his investigations into the actual and proposed wages and salary increases to trades union officials and their staffs with particular reference to the Trades Union Congress and the National Union of Mineworkers; and whether these increases, as paid and proposed, have at all times coincided with the Government's various incomes policies: and what penal action he proposes to take where such policies have been broken.

The increases as reported do not appear to be consistent with the pay guidelines but I am awaiting further information in response to my inquiries.
