Sir Frederic Bennett

asked the Secretary of State for Foreign and Commonwealth Affairs whether Her Majesty's Government regard the 1945 international treaty co-signed by the Union of Soviet Socialist Republics, the United Kingdom and the United States of America, "Declaration of Liberated Europe" as still in force; and, if not, on what date it was abrogated.

The Declaration on Liberated Europe, which was approved at the Yalta Conference in February 1945 and laid before Parliament in Miscellaneous No. 7 (1947) Cmd. 7088, was not a treaty. It was a statement by Heads of Government concerning their Governments' policies toward liberated Europe in the post-war period.

asked the Secretary of State for Foreign and Commonwealth Affairs when was the last occasion when Her Majesty's Government made representations to the Soviet Union on the failure of their Government to fulfil their obligations under the 1945 "Declaration of Liberated Europe".

Mr. Luard

No such representations have been made in the recent past. Such research as has been possible in the time available has revealsed no evidence of representations to the Soviet Government invoking the "Declaration on Liberated Europe" since 1947.
