§ Mr. LuardTechnical experts from the Foreign and Commonwealth Office and BBC have prepared a report on the capital investment required to improve the audibility of External Services' broadcasts overseas. Ministers have agreed in principle to the report's recommendations and the financial implications are at present being considered with the BBC.
