Dr. Bray

asked the Secretary of State for Scotland if he will give in total and for each district council in Scotland for each of the years 1975–76 to 1978–79 the initial bids by the councils, the allocations approved by the Secretary of State, and for the first three years the actual or esti mated expenditures by the councils, on capital expenditure on housing revenue accounts in terms of Section 94 of the Local Government (Scotland) Act 1973, with allocations and actual expenditures also expressed as a percentage of initial bids.

I would refer my hon. Friend to the replies which I gave my hon. Friend the Member for West Stirlingshire (Mr. Canavan) on 21st February and 10th March and to the hon. Member for Edinburgh, Central (Mr. Cook) on 1st March 1978.

I shall send my hon. Friend a detailed list of the capital expenditure allocations for 1978–79 which my right hon. Friend announced in his reply to the hon. Member for Glasgow, Pollok (Mr. White) on 25th April, in which he stated that if any authority has difficulty in proceeding with its full programme within the limit of the allocation it may apply for additional financial consent in the course of the year as the need arises.—[Vol. 944, c. 507–510; Vol. 945. c. 775–776; Vol. 945, c. 243–244: Vol. 948, c. 540.]
