§ Mr. ArmstrongMy right hon. Friend has now presented to the House a Bill providing for a scheme of home insulation grants. The timetable for implementation of the measures will depend on the speed of the Bill's passage through Parliament. My aim will be to bring the scheme into effect before the peak insulating period in the autumn.
