asked the Secretary of State for Northern Ireland what steps he will be taking to ensure that the principles of the Devlin Report are incorporated in a nationalisation of the Belfast Harbour workings.

Proposals for regulation of dock working at Belfast Harbour have been made to me jointly by the Amalgamated Transport and General Workers Union and the Irish Transport and General Workers Union. In my consideration of these proposals, I shall take into account the system of regulation of dock working as it applies at present in Great Britain, in so far as it may be relevant, and the extent to which this has been influenced by the Devlin Report.

I regard the reconstitution of the Belfast Harbour Commission as a separate matter.
