asked the Secretary of State for Northern Ireland whether any general rule exists about the payment of fees or other emoluments to a person who is already in receipt of a salary for a full-time employment paid for out of public funds; and if he will make a statement.

Mr. Concannon

No. There is no general rule governing the payment of fees or other emoluments to persons who are receiving salaries from public funds for full-time employment. Additional fees or emoluments would be payable only where the recipient carried out additional duties in his spare time whilst continuing to discharge his full-time employment. However, as individual circumstances can vary, each case is considered on its merits.

There are, of course, special arrangements governing public servants who are also members of the UDR or the Police Reserve.
