§ Mrs. Shirley WilliamsAuthorities have been requested, in the Government's Green Paper "Education in Schools" (Cmnd 6869) to consider whether their present arrangements are securing the best possible appointments of head teachers, and also whether they are doing enough by way of training to foster the qualities of leadership and management that headships require.
