Friend is responsible was reduced by £48.0 millions at 1978 survey prices—about a half of 1 per cent.—as a result of the 15th December 1976 measures; but subsequent changes have had the effect of increasing the Department's programme for 1978–79 by £90.7 millions at the same price base.
