§ Mr. Merlyn ReesThe distribution of material which incites crimes is a criminal offence. I should be reluctant to take broad powers to censor publications unless I were advised that it would make an effective practical contribution to the prevention of terrorism. I am, however, consulting the police about the documents to which my hon. Friend refers.
